From October 1, 2026, in Ghaziabad, Noida, Greater Noida and Meerut, vehicles without PUCC (Pollution Under Control Certificate) i.e. valid Pollution Control Certificate will not be allowed to get petrol, diesel or CNG. Chief Secretary S. P. Goyal explained that major factors such as vehicular emissions, industrial pollution, particulate matter, construction waste (C&D Waste), expansion of green areas and stubble management are being worked on on a war footing to achieve this goal of zero pollution. According to officials in the meeting, around 26.19 lakh ‘end-of-life’ vehicles have been identified in the districts of NCR. Under this campaign, 37,156 vehicles have been declared ‘unfit for use’ during the four-month period from January to April 2026, and 460 vehicles have been impounded by the administration for violating the rules.

State-of-the-art ANPR cameras will be installed at 1,041 petrol pumps
The Chief Secretary has directed to install special ANPR (Automatic Number Plate Recognition) cameras at 1,041 petrol pumps in NCR to make the ‘No PUCC, No Fuel’ system completely transparent and hi-tech. These cameras will automatically scan the number plate of the vehicle approaching the petrol pump and the system will directly get the information whether the PUCC of the vehicle is valid or not. PUCC is an official document certifying that the smoke or pollution emitted by a vehicle is within the limits of government environmental standards. In India it is legally mandatory to carry this certificate for all types of fuel powered vehicles except EVs (Electric Vehicles).
Transformation of public transport
A special scheme ‘Naya Safar’ is being implemented by the government to reduce pollution in the transport sector. Through this scheme, old and more polluting vehicles are being scrapped in a phased manner and the use of BS-VI standard vehicles, CNG and electric vehicles (EV) are being widely encouraged. A total of 975 electric buses have been set in the cities of Ghaziabad, Noida, Greater Noida and Meerut to make the public transport system completely environment friendly. At present, 100 e-buses are running successfully in these cities and soon the remaining buses will be added to the fleet.
