Patna. Once again a situation of confusion has arisen regarding the general transfer and posting of government teachers of Bihar. Teachers were hopeful that the online process of normal transfer would start from October 4, but at present the Education Department has banned the opening of the portal. Now the next step in this entire process is likely to be decided only after receiving instructions from the Election Commission.
Wait increased due to code of conduct
Due to the elections for Legislative Council seats, Model Code of Conduct is in force in the state. In such a situation, caution is being taken at the administrative level to start the process of general transfer of government teachers. The Education Department has sought guidance from the Election Commission in this matter. The department has decided not to open the online portal for general transfer until the situation becomes clear.
Process based on Commission's response
The Education Department is now waiting for the response of the Election Commission. If permission or clear guidelines are received from the Commission regarding the transfer process, then the process of opening the portal and applying can be taken forward. This means that at present the teachers will have to wait for the new date for transfer. No definite new date for opening the portal has been revealed by the department yet.
Along with general transfer, other matters will also be affected.
The matter is not limited to simple transfers only. Processes related to transfer of surplus teachers, mutual transfer and interdistrict transfer have also been affected. Guidance from the Election Commission regarding release of prepared lists or further action in these cases is awaited. Only after the position of the Commission becomes clear, further decisions can be taken on the respective lists.
long awaited teacher
The delay in the transfer process is directly impacting the teachers, who have been waiting for a long time for the decision regarding posting or transfer of their choice. Now the wait has increased once again amidst the hope of starting the normal transfer process. Many teachers are expecting transfer from their current school to another place or due to family and administrative reasons. In such a situation, it is natural for their concern to increase due to the portal not opening.
When will the transfer portal open?
At present, the normal transfer portal is not expected to open from October 4. The new date is likely to be decided only after the guidance of the Election Commission. The last date for opening the portal has not been announced yet by the Education Department. Therefore, teachers are advised to wait for the official notification from the Education Department and not expect the application process to start on the basis of any unconfirmed date or viral message on social media.
What will happen next?
Now the whole matter depends on the reply of the Election Commission. After the situation becomes clear from the Commission, the Education Department will decide on the next process related to general transfer, surplus, mutual and inter-district transfer. Till then, government teachers of Bihar may have to wait a little longer for transfer-posting.
