Aam Aadmi Party (AAP) leader and former Delhi minister Satyendra Jain has got a big relief in the alleged corruption case. Delhi's Rouse Avenue Court on Thursday granted him bail in a case related to alleged irregularities in the tender process of sewage treatment plant (STP) projects of Delhi Jal Board (DJB). This case pertains to alleged irregularities in the tender process of various sewage treatment plant projects of Delhi Jal Board. Allegations of irregularities in the tender process were made by the investigating agencies, on the basis of which the investigation of the case was taken forward.
Allegations of irregularities in the tender process
The investigating agency alleges that rules were not followed in the tender related to STP projects of Delhi Jal Board and there were alleged irregularities in the process. The role of Satyendra Jain in this case was being investigated. Satyendar Jain has got relief in this case after the court granted him bail. However, getting bail does not mean acquittal of charges. Further legal process will continue in the matter.
ACB had arrested on 18th August
Special Judge Digvinay Singh of Rouse Avenue Court gave this order on the bail of Satyendra Jain. The ACB had arrested him on August 18 in connection with alleged irregularities in the tender process of sewage treatment plant (STP) projects of Delhi Jal Board (DJB). A case was registered against him under relevant sections of the Prevention of Corruption Act (PC Act) and the Indian Penal Code (IPC). After getting bail from the court on Thursday, Satyendra Jain has got immediate relief in this case. However, bail does not mean acquittal of charges. Investigation of the case and further legal proceedings will continue.
6 people including Satyendra Jain were arrested
In this case, ACB had arrested a total of 6 people including AAP leader Satyendra Kumar Jain. Others arrested include former Delhi Jal Board CEO and IAS officer Udit Prakash Rai, former contract advisor to the board Ankit Srivastava and three private individuals. It is alleged that there were irregularities in the tender process of Sewage Treatment Plant (STP) projects of Delhi Jal Board. In this case, ACB took action and arrested these people.
Allegation of manipulation in tender terms
According to the ACB, the process of preparing tenders for STP projects included technical conditions which limited competition. The investigating agency alleges that due to these conditions, a situation was created to benefit the company or agency providing a particular technology. According to the investigating agency, necessary study regarding this technology was not conducted under the pilot project. Despite this, such conditions related to technology and media were included in the tender, which are alleged to have affected the tender process.
Allegations of nexus between private companies and officials
According to the ACB, conversations between private individuals and government officials have come to light during the examination of electronic evidence. The agency claims that in these conversations the terms of the tender and other documents related to it were discussed. According to the investigating agency, some private individuals were in touch with government officials and alleged middlemen. It is alleged that based on the conversations between them, an attempt was made to influence the terms of the tender in favor of a particular company.
