The administration has taken precautionary measures ahead of the proposed demonstration on Friday in Connaught Place, the main business area of the national capital. Cockroach Janata Party (CJP) chief Abhijit Dipke had issued a video message calling on people to reach Central Park with the tricolor at 5 pm on October 16. He has named this program 'Lehra Do Tiranga'.
However, a day before the demonstration, the New Delhi Municipal Council (NDMC) issued a notice to keep the park closed for two days. Delhi Police says that in view of the current security and law and order situation, it is necessary that peace be maintained in the area and any untoward incident can be prevented.
#WATCH | Delhi: DCP PRO Neha Yadav says, "On October 16, 2026, the CJP issued an appeal to the general public via social media and a press conference to gather at Central Park in Connaught Place at 5:00 PM, carrying the national tricolor flag. The Aam Aadmi Party has also urged its workers, supporters, and the general public to join this protest and attend in large numbers. Given the current security and law-and-order situation, a prohibitory order under Section 163 of the Bharatiya Nagarik Suraksha Sanhita (BNSS) is already in effect in Connaught Place and its surrounding areas, aimed at maintaining peace and order and ensuring the safety of individuals as well as public and private property. The NDMC has informed the Delhi Police, via a formal letter, that Central Park will remain closed on October 16 and 17 due to administrative reasons. The NDMC has further requested the Delhi Police to make appropriate security arrangements for this significant and sensitive public park and to prevent any unauthorized individuals from entering. Various trade and market associations in and around Connaught Place have submitted requests seeking protection for their shops and establishments against disruptive elements and unlawful gatherings. They state that such activities are adversely affecting their businesses, particularly during the current festive season… Delhi Police appeals to protesters and the general public not to participate in any gathering that violates the orders issued under Section 163 of the Bharatiya Nagarik Suraksha Sanhita (BNSS), which is currently in force. Appropriate legal action will be taken against those who violate these orders. The Delhi Police urges everyone to refrain from disrupting the peace and order established in the area and to avoid creating a situation that could hinder the operations of local businesses and shopkeepers. However, the Delhi Police may consider making arrangements to permit a select group of individuals to gather at a suitable location for the purpose of carrying the national flag and singing the national anthem."

The park will remain closed due to administrative reasons
According to the notice issued by the Director of NDMC, the Central Park of Connaught Place will remain closed for the general public on October 16 and October 17, 2026 due to administrative reasons. The council has requested Delhi Police to make adequate security arrangements at the park and not allow anyone to enter the premises without permission. The decision to close the park has come at a time when CJP had appealed to gather here with the tricolor.
Delhi Police cited section 163
Delhi Police's DCP Public Relations Officer Neha Yadav said that in view of the protest, NDMC has sought cooperation from the police to maintain law and order around the park. He said prohibitory orders under Section 163 of the Indian Civil Defense Code (BNSS) are already in force. Police have appealed to citizens not to participate in any gathering that violates these orders. According to officials, action can be taken against those violating the orders as per law.
Police also said that business organizations in Connaught Place and surrounding markets have expressed concern about the security of their shops and establishments. The administration says that maintaining public order, protecting people and protecting government and private property from damage is its priority. Under this, attention is being paid to the security arrangements in the area.
Appeal to respect tricolor and national anthem
DCP Neha Yadav appealed to the people to follow the rules laid down while carrying the national flag and singing the national anthem. He said that it is important to maintain respect, dignity and decorum towards the tricolor and national anthem. Police have asked people to cooperate in maintaining peace and law and order.
High Court refused to ban the demonstration
In this case, the petition of street vendors of Connaught Place was also heard in Delhi High Court. The petitioners had demanded a ban on the proposed demonstration. However, the court refused to ban the demonstration. During the hearing, Delhi Police assured the court that it would take all necessary steps to handle the situation and maintain law and order.
The court took the police statement on record. Now the security arrangements and administration action in Connaught Place will be monitored on Friday. Between the order to keep the park closed, Section 163 restrictions and the appeal of the police, it is clear that the authorities have made preparations to prevent any possible disorder.
