There is going to be a big change in the system of government recruitments and financial decisions in the universities of Himachal Pradesh. With the aim of making appointments in universities more transparent and accountable, the state government has passed the Himachal Pradesh State University Amendment Bill, 2026 in the Assembly. Despite opposition from the opposition BJP, the bill was passed by voice vote.
The most important aspect of the amendment is related to the recruitments in universities. Now universities will not have the right to make direct appointments to all posts. Universities will be able to make appointments only for the posts of Professor and Associate Professor, while recruitment for other posts will be done through Himachal Pradesh Public Service Commission and State Selection Commission.

Direct monitoring of government on recruitment process
The government argues that this system will reduce the possibility of arbitrariness in recruitment to non-academic and other government posts in universities. By recruiting through commissions, the selection process will be conducted on the basis of prescribed rules, competitive examination and merit. This change will affect various categories of posts in universities, which till now could be recruited only at the university level. The Government believes that centralizing the recruitment process and conducting it through constitutional/statutory recruitment bodies will increase transparency, fairness and accountability.
Chief Minister Thakur Sukhwinder Singh Sukhu, during the discussion on the bill in the Assembly, said that its objective is to make the recruitment process for government jobs in universities transparent. Referring to the recruitments done during the tenure of the previous government, he alleged that there was rigging in the recruitment process during that time. The Chief Minister said that after the amendment there will be no scope for such irregularities.
Monitoring the expenditure of universities also
A provision has also been made in the bill to make the financial system of universities more accountable. Under this, a provision has been made that the Finance Committee of the University will now be headed by the Finance Secretary of the State Government. This change is being considered an important step towards increasing government oversight over the financial decisions of the university. With the Finance Secretary chairing the Finance Committee, it is expected to strengthen government level oversight and financial discipline in the budget, expenditure and financial decisions of the University.
The government argues that transparency is also necessary in the use of government funds and other financial resources received by the university. Therefore, through the amendment, an attempt has been made to make the recruitment system as well as the financial management accountable. The provisions of the bill may also intensify the debate regarding the administrative autonomy of the university. On one hand, the government is calling it a step towards transparency in recruitment and curbing corruption, while the opposition has opposed it. BJP opposed the bill and raised questions on the government's intentions and its provisions. However, amid opposition from the opposition, the government got the bill passed by voice vote in the Assembly.

What will be the direct impact of the government's decision?
- After the implementation of the new amendment, broadly two levels will be created in the appointment system of universities.
- Professors and Associate Professors: Universities will be able to appoint themselves.
- Other Posts: Appointments will be through Public Service Commission and State Selection Commission.
- Finance Committee: The Finance Secretary of the State Government will be the Chairman.
- Objective: To ensure transparency in recruitment, merit based selection and financial discipline.
Overall, this amendment is a significant change in the existing system of recruitment and financial administration of the State Universities of Himachal. While the government is calling it a step towards curbing alleged recruitment irregularities in universities and better utilization of government funds, the opposition is seeing it as government interference in the autonomy of universities.
