Retired IPS officer and former Lt. Governor of Puducherry Kiran Bedi has proposed a new strategy to the central government amid protests by the Cockroach Janata Party (CJP) at Delhi’s Jantar-Mantar. To avoid direct clashes between students and the police, he has suggested that trained Civil Defense Officers should be deployed on the front lines during protests instead of directly sending the police forward. He compared this model to the deployment of the BSF ahead of the regular army on the border.

‘Deploy civil defense personnel before police’
Kiran Bedi tagged Prime Minister Narendra Modi and Union Home Minister Amit Shah saying that civil defense personnel should be deployed first to avoid direct confrontation between students and police. According to him, these personnel can handle the situation with only protective equipment without batons or other weapons. The police should be allowed to intervene only if the situation goes beyond their control.
Clashes between police and protesters in recent days
During the more than a month-long protest at Jantar-Mantar, there have been several clashes between Delhi Police and CJP protesters in the last few days. Protesters have accused the police of allegedly cracking down, while police personnel have also been injured in the clashes. Keeping this situation in mind, Kiran Bedi has floated the idea of using the Civil Defense Force to reduce direct clashes between police and protesters.
‘Police intervene only to save life and property’
As suggested by Kiran Bedi, trained youth and women from civil defense and home guard departments available in each state can be used as the first line of security during protests. He has also floated the idea of a trial run, in which personnel would be given helmets, body armor and protective shields, but no batons or batons. Only if the situation escalates and there is danger to life or property, the police intervenes. Bedi believes this approach can help reduce direct conflict between police and protesters.
