The Intelligence Agency said that the purpose of releasing such files related to 9/11 simultaneously was to give Americans a 'glimpse' of the days before and after one of the country's 'darkest moments'. The title of the document, which was reportedly prepared after US cruise missile attacks on al-Qaeda targets in Sudan and Afghanistan in response to the bomb attacks on US embassies in Kenya and Tanzania, was titled Bin Laden's terrorist network still a threat.

A separate file, dated August 1999, described bin Laden's despair after the British police detained two of his associates in London.
