U.S. counter-drone tech enters India’s manufacturing chain

The significance of the agreement lies in its timing, when Indian military is separately developing requirements for high-speed kinetic systems to counter drones.

US-origin counterdrone technology is entering India’s defence manufacturing chain at a time when the Indian military is seeking new systems capable of physically intercepting hostile drones, with US-based Powerus giving Paras Defence & Space Technologies exclusive rights to manufacture and commercialise its Guardian interceptor products in India. The agreement, disclosed in Powerus’ filings with the US Securities and Exchange Commission, was entered into through Powerus subsidiary Tandem Defense LLC. It gives Paras exclusive rights to manufacture and commercialise the Guardian interceptor family in India in return for a licence fee and a share of net profits from Indian sales. The agreement does not mean that Guardian-1 has been selected for induction by the Indian military. There is no indication in the regulatory disclosures that either the Indian Army or the Indian Air Force has chosen the system. Any military procurement would still have to go through the applicable evaluation and acquisition process.

The significance of the agreement lies in its timing. The Indian military is separately developing requirements for high-speed kinetic systems to counter drones, creating an emerging market for interceptors that can physically destroy unmanned aerial threats. In February, Indian Army issued a request for information for up to 45 Drone Interception Systems and 50 Drone Catcher Systems for deployment across plains, deserts and high-altitude areas. The interception system is required to counter low-radar-cross-section drones through kinetic means and to operate independently or alongside existing air-defence and counter-UAS systems. The requirement includes the ability to defeat drones through direct impact or proximity detonation. Separately, on 12 August, the Army published a GeM tender for the development of an AI-enabled high-speed interceptor UAV for counter-drone operations. The tender is scheduled to close on 2 September. The Indian Air Force has also been examining indigenous drone-interception systems. An RFI issued in April sought indigenous solutions capable of detecting, tracking and neutralising hostile drones and envisaged small, launch-and-forget interceptors capable of autonomously tracking and intercepting targets after launch. The requirements reflect a growing focus within the Indian military on kinetic interception as part of a layered counter-drone architecture, alongside detection, tracking and electronic warfare capabilities especially post Operation Sindoor. Powerus describes Guardian-1 and the upgraded Guardian-2 as low-cost, high-speed counterdrone interceptor platforms designed to defeat hostile unmanned aerial threats at scale. The company introduced Guardian-1 in March and Guardian-2 in April 2026. The technology also has a more complicated lineage than that of a conventional US-developed defence product. Powerus says it entered into a partnership through Powerus USA in March to commercialise autonomous defence and power technologies originally developed in Ukraine and owned by G1 Exploration. Powerus holds a 51% stake in the venture, while G1 holds 49%.

G1 contributed an intellectual-property portfolio, while Powerus provided capital, operational funding and distribution infrastructure. The Paras agreement, therefore, places a foreign-origin counterdrone technology into India’s defence manufacturing ecosystem. The underlying technology has not been developed indigenously, but the agreement creates a route for manufacturing and commercialisation through an Indian defence company. That distinction is important for India’s broader self-reliance objective. Domestic manufacture of a foreign-origin system is not equivalent to indigenous development of the underlying technology. At the same time, such an arrangement can give Indian industry a larger role in manufacturing, integration and support for a rapidly developing class of defence systems. Powerus has described its wider manufacturing model as a distributed network of manufacturers, technology partners and research laboratories intended to provide flexibility and scale. The India agreement extends that model to the Guardian interceptor family rather than relying solely on the export of finished systems. The company’s expansion has also involved acquisitions and technology partnerships. Its SEC filing says it acquired Tandem Defence, now operating as Powerus Defence, in January 2026. Tandem had focused on unmanned aerial systems and tactical defence solutions. Powerus has separately expanded its US defence business. In June, it announced a $30 million strategic investment from Unusual Machines, a US manufacturer of drone components, while Powerus has said the two companies already had a supply relationship. Powerus has also secured a competitively awarded US Air Force IDIQ contract with a ceiling of up to $90 million for its aerial-denial business.

The contract should not be interpreted as a $90 million procurement of Guardian-1. Powerus’ regulatory disclosures separately identify Guardian-2 in connection with the US Air Force programme and say the company has received a limited procurement order following a successful demonstration, while noting that the order does not establish guaranteed future procurement or programme-of-record status. For India, the immediate significance of the Paras agreement is therefore industrial rather than operational. It gives an Indian defence company exclusive rights to manufacture and commercialise a foreign-origin counter-drone interceptor at a time when the Army and Air Force are actively seeking systems capable of detecting, tracking and physically neutralising hostile drones. Whether Guardian-1 ultimately becomes part of India’s military counter-drone inventory will depend on future testing, evaluation and procurement. For now, the agreement places India at the intersection of two developments: the military’s search for scalable kinetic solutions to the drone threat and the growing use of international partnerships to localise defence manufacturing.
