Lucknow. There is curiosity among central employees and pensioners across the country regarding the 8th Pay Commission. Along with this, lakhs of government employees of Uttar Pradesh also want to know that if the Central Government implements the recommendations of the 8th Pay Commission, then when can the new pay scale be implemented in the state. At present, no official announcement has been made by the Uttar Pradesh government in this regard, but the record of previous pay commissions definitely indicates a possible process.
No official announcement has been made yet
The Uttar Pradesh government has not yet issued any notification, cabinet decision or official order regarding the implementation of the 8th Pay Commission. In such a situation, it would not be correct to say that the new pay scale in the state will come into effect from a specific date. Until a formal decision is taken by the government, employees will have to wait for the official announcement.
Records of 6th and 7th Pay Commission?
If we look at past experiences, Uttar Pradesh had completed its process in the case of both the major pay commissions after the decision of the Central Government. During the 7th Pay Commission, the State Cabinet had approved the new pay system on 13 December 2016. After this, the revised pay scales were made effective from 1 January 2017.
The recommendations of the 6th Pay Commission were implemented in the state in the year 2008. At that time, payment of revised salaries started later, while the outstanding amount was given to the employees from the scheduled effective date. It is clear from these examples that the Uttar Pradesh government first waited for the decision of the Central Government and then implemented the new salary system after completing the necessary administrative and financial processes at the state level.
What was the record of fitment factor?
In the previous pay commissions, fitment factor has played an important role in determining the salaries of employees. A fitment factor of approximately 1.86 was implemented in the 6th Pay Commission. In the 7th Pay Commission, employees got a fitment factor of 2.57, on the basis of which the basic pay was revised. However, no official announcement has been made yet on what will be the fitment factor for the 8th Pay Commission.
What can happen in UP on 8th Pay Commission?
If the state government follows the same process as before, then there is a possibility that the Uttar Pradesh government will also take a separate decision for its employees after the 8th Pay Commission recommendations are approved by the Central Government. For this, the new pay scale can be implemented only after the approval of the state cabinet, assessment of financial impact and completion of administrative process of the concerned departments. However, this is only a possible situation based on past records. The actual decision will become clear only after the official announcement by the state government.
