The proceedings of the House were disrupted on Monday due to continuous sloganeering by the opposition members in the Lok Sabha. All this happened when the government was appealing for a detailed discussion on the ‘Public Examinations (Prevention of Unfair Means) Amendment Bill, 2026’. After this the House was adjourned till 5 pm.
This was the third adjournment of the day, as the opposition witnessed repeated protests after the Center introduced the anti-paper leak law.
The anti-paper leak bill was introduced in the Lok Sabha earlier in the day amid strong opposition from opposition members, preventing the House from holding any substantive discussion on the proposed law.
Speaker Om Birla appealed to the members to maintain the dignity and decorum of the House and urged the opposition MPs to return to their seats and participate in the debate instead of sloganeering and showing placards.
He also assured the members that adequate time would be given for comprehensive discussion and said that if needed, the debate time could be extended up to six hours.
Birla said, “This issue will not be discussed by sloganeering and showing placards. I urge you to increase the time to present your views and opinions in the House by six hours or even more, so that everyone can hear your opinion and the students of the country, who are keeping an eye on this issue, can be assured of effective action.”
“You should express your views on the issue and not raise slogans. You have been elected to discuss the issue in the House,” he said.
Parliamentary Affairs Minister Kiren Rijiju, while thanking the Speaker for allotting time for the debate, questioned why the opposition was stopping the discussion when several members had already given notices of amendments on the issue earlier in the day.
He said that you have been given a lot of time and many amendment notices have also been received. This means that many members want to express their opinion on this important bill. Notices have been received for introduction and amendment of the bill. So, on one hand there are so many amendment notices. You have also expressed your willingness to devote a lot of time. Then why are they (opposition) raising slogans to stop the discussion? I don’t understand this.
The Parliamentary Affairs Minister said students across the country were closely following the proceedings and argued that delaying discussion on the legislation would send ‘a very wrong message’ about Parliament’s commitment to resolving exam-related issues.
Rijiju further said, “I again urge the Congress party to reassure its allies and allow us to start discussing the bill. Whatever time the Speaker gives, we will accept it.”
Before adjourning the House, Speaker Birla appealed to leaders of all political parties to discuss among themselves and reach a consensus so that the bill could be debated later in the day.
Birla said, “I urge members of all major parties to discuss further among themselves and build a consensus. We definitely want to discuss this issue. Therefore, I am giving you three more hours today. The government and everyone will have to build a consensus by 5 pm so that this bill can be discussed at 5 pm.”
After this the proceedings of the House were adjourned till 5 pm.
