Big proposal of Central Government: PUC certificate can be valid for three years for BS-VI cars and bikes

​If you have a car or bike with the latest BS-VI standard, then there is relief news for you. The central government is planning a comprehensive change in the rules related to Pollution Under Control (PUC) Certificate. In a draft notification issued in this regard, it has been proposed that the validity of PUC for private BS-VI vehicles should be increased from 1 year to 3 years. If this proposal gets finalized, the drivers will be freed from repeatedly visiting the pollution checking centre.

What is the new proposal for BS-VI personal vehicles?

​According to the proposed draft, the PUC renewal deadline will be decided based on the age of the vehicles and their emission system:

• ​BS-VI vehicles up to 6 years old: Once PUC is made for the first time, its validity will be 3 years.
• ​6 to 10 years old BS-VI vehicles: They will have to renew their pollution certificate every 1 year.
• ​BS-VI vehicles older than 10 years: The existing rules will continue for these and testing every 6 months will be mandatory.
• ​Status of old standard vehicles (BS-I to BS-IV)

​The government has clarified that keeping environmental protection in mind, the rules for old and high-emitting vehicles have not been relaxed:

• ​BS-IV standard vehicles: They will have to undergo pollution test every 6 months as before.
• ​BS-I, BS-II and BS-III vehicles: The rule of getting PUC done every 3 months for these old vehicles will remain the same.

​Rules for commercial BS-VI vehicles

​Separate standards have also been set for BS-VI vehicles of commercial category:

• ​Commercial vehicles up to 6 years old: Validity of PUC will be kept for 2 years.
• ​Vehicles 6 to 10 years old: Renewal will have to be done every 1 year.
• ​Commercial vehicles older than 10 years: It will be mandatory to get tested every 6 months.

​Certificate renewal process and effective date

​The position regarding the renewal process has also been clarified in the draft:
​Existing Certificate: Even after the implementation of the new rules, the period of the old PUC will not be automatically extended. The new validity will be applicable only after the next renewal.
​Premature Renewal: If the PUC is renewed 10 days before its expiry, the new validity will be counted from the old expiry date.
Delayed Renewal: If the test is done after the expiry of the period, the new certificate will be considered effective from the same day on which the test is done.

​Final decision and implementation

It is important to note that at present this is only a draft notification. The government will accept suggestions and objections on this from the public and concerned stakeholders. The final notification will be issued only after all the reviews are completed, only after which these rules will be implemented across the country.
