New Delhi, 30 September 2026: A very important and relief decision has been taken by the Election Commission of India regarding the registration process of new voters. In states and union territories where Special Intensive Review (SIR) has been completed, it has been decided to remove the additional declaration related to SIR from 'Form-6' for online voter registration. Now new voters in these states will have to fill only the original statutory Form-6. This clarification was made after the full meeting of the commission held on September 26 in the presence of Chief Election Commissioner Gyanesh Kumar and Election Commissioners Sukhbir Singh Sandhu and Vivek Joshi. The Election Commission has clarified that the additional declaration attached with Form 6 will be valid only for the period when the SIR process is going on.
Under Special Intensive Revision (SIR), those applying as new voters had to provide details of whether they themselves, their parents or grandparents had previously been registered in the voter list prepared during any SIR. For this, the applicant had to prove his family relationship with the old voter record. Now, in the states where SIR has been completed, this additional advertisement has been removed from the ECINet app, portal and CEO website. However, in the states where SIR is still functioning, this process will remain the same.

It is worth mentioning here that differences of opinion had also emerged in the inner circles of the Election Commission on the issue of adding additional details related to SIR in Form-6. Election Commissioners Vivek Joshi and Sukhbir Singh Sandhu had raised objections against making changes in the prescribed form under the Registration Rules, 1960 without legal amendment. However, the Election Commission had given official clarification saying that no amendment was made in the original Form-6, but an additional declaration was added only for the SIR process, which was also accepted by the Supreme Court in a case in Bihar.
