A big initiative has emerged towards accelerating industrial activities in Bihar. Along with the development of new industrial areas in the state, the already established industrial areas will also be expanded. In this sequence, preparations are being made to further increase industrial activities in Bela Industrial Area and Motipur Cluster of Muzaffarpur. Along with this, new industrial hubs will also be developed in Madhubani and Bettiah in North Bihar. Under this scheme of Bihar Industrial Area Development Authority i.e. BIADA, it has been decided to develop industrial area on a total of 516.56 hectares of land in different phases. This is expected to increase land, infrastructure and investment opportunities for industries in the coming times.
Bela and Motipur of Muzaffarpur are already considered major centers of industrial activities. Now a plan has been made to further strengthen the industrial network existing in these areas. BIADA is working towards connecting both the areas with a new industrial network and improving the infrastructure facilities. This is especially likely to impact apparel, leather, food processing and related industries. The arrival of new industries can increase production and also create employment opportunities at the local level.
According to information received from BIADA, industrial investment is being promoted in Muzaffarpur under the new industrial policy. This year, the process of launching 11 new state-of-the-art manufacturing units in Bela and Motipur has been completed. Land and necessary administrative approvals have been made available to these proposed units through a single window system. Efforts are being made to simplify the system so that investors take less time in the processes of different departments and the work of setting up industries can progress faster.
There is a plan to develop Motipur cluster as a major center of activities especially related to green energy and food processing. Here, such industries are being promoted which are related to energy production, processing of agricultural products and industrial use of local resources. Muzaffarpur Bio Fuels has announced plans to produce ethanol on a large scale here. Ethanol production requires agriculture-based raw materials, so expansion of such industries can also strengthen the relationship between agriculture and industry.
A plant related to compressed biogas and CNG is being set up by M/s Anvira Green Energy in Motipur. This project is related to the field of green energy. Apart from this, there is a plan to process pre-boiled rice through modern technology in the unit of Gyro Agro Industries. Such food processing units increase the possibility of connecting local agricultural products to industry and delivering them to the market as finished products.
The expansion of industries in Motipur will not be limited to only big manufacturing units. Packaging, transportation, warehousing, machinery repair and other supporting activities around food processing, energy and agro-based industries may also expand. However, the real impact of these activities will be evident only after the industries become operational and production capacity increases. At present, the focus of BIADA's plan is on preparing industrial areas, providing land and strengthening infrastructure facilities.
On the other hand, different types of manufacturing units are also being given space in Bela Industrial Area. RMS Surgical plans to manufacture disposable syringes and other surgical supplies in Bela. This may increase local industrial activity in the field of medical material manufacturing. Apart from this, there is a plan to make paper cups in the unit of M/s Jamuni Food Packaging. This means that the scope of industries in Bela is not going to be limited to only one sector.
Prince Paints and Textures, Dhandhania Industries, Shiv Shakti Udyog, Suraj Bakes and Enviro Company have also been allotted space in Bela. According to the Deputy General Manager of BIADA, the construction work of these new units is going on. As construction work is completed and production begins, activity in the industrial sector is likely to intensify further. This can also create work opportunities for laborers, technical workers, transport workers and other service sector people at the local level.
Bela Industrial Area is already included in the major industrial areas of Muzaffarpur. Companies and production units related to different sectors are working here. With industrial expansion, new units getting space can also create opportunities for ancillary businesses around existing industries. When the number of production units increases in any industrial sector, the demand for transportation, packaging, warehouse, labor housing, catering and other local services also increases.
Another important aspect of this industrial expansion for Muzaffarpur is related to employment. Establishment of new industries can increase the chances of local youth getting work in their district. Different levels of work are available especially in the apparel, food processing, packaging and manufacturing sectors. However, the final figure of how many direct and indirect jobs will be generated will be clear only on the basis of commencement of production of the concerned units and their human resource requirement.
There are plans to increase industrial activities in other parts of the state also. With special emphasis on North Bihar, there are preparations to develop new industrial hubs in Madhubani and Bettiah. Its objective is not only to expand the existing industrial centers like Muzaffarpur, but also to create a base for industries in other districts. This can lead to geographical expansion of industrial activities and increase investment opportunities in different districts.
Steps have already been taken towards increasing industrial activities in Madhubani. Bhoomi pujan has been done for the establishment of a garments factory in Lohat Phase-One of Pandaul Industrial Area of the district. On behalf of the concerned company, it was said to be an initiative to provide employment to local youth and increase industrial activities in Mithilanchal. This indicates that investment possibilities in apparel and manufacturing sector are increasing in North Bihar.
Bettiah also has the presence of industrial areas at the Baida level to strengthen the industrial base. Official records of BIADA mention Bettiah, Kumarbagh and Ramnagar industrial areas of West Champaran. The expansion of such areas and development of new hubs can take forward the process of providing land and infrastructure for industries in the district.
This plan for expansion of industrial sector in Bihar is important at a time when emphasis is being laid on increasing investment and local employment in the state. Another major objective of industrial development is to increase the scope of products manufactured in the state and to make greater use of local resources. Being an agriculture-based state, there is potential for food processing, packaging, biofuel, apparel and other manufacturing industries. The emphasis on food processing and green energy in Motipur is related to this direction.
New industrial units have been getting approval in Muzaffarpur before also. Information was revealed that 18 new industrial units will be approved in the district in the year 2025, which included the proposed units in Bela and Motipur. This makes it clear that the process regarding industrial investment in the district is continuously progressing. However, the timelines and start of production may vary from project to project.
In the coming times, with the expansion of industrial activities, it will also be necessary to strengthen facilities like roads, electricity, water, drainage, waste management and transportation. Mere availability of land for industries is not enough. Regular power supply, freight transportation facilities, good internal roads, drainage and facilities required for workers impact both the cost and operation of industries. Therefore, it will be important to continuously focus on the development of infrastructure along with industrial expansion in Bela and Motipur.
The arrival of green energy and food processing units in Motipur can also provide indirect benefits to the surrounding rural areas. If demand for local agricultural products increases, farmers may get additional market options. Similarly, if activities related to transportation and storage increase, local businesses can get work. However, its actual benefit will depend on the operation of industries, local procurement and employment policy.
The expansion of surgical materials, packaging, paints and other manufacturing units in Bela points towards diversification of industrial activities. Having companies from different sectors in the same industrial area can develop a local network of supply chain. With this, small and medium businessmen can also get opportunities to work with big industries.
Overall, the new plan of BIADA focuses on expanding Muzaffarpur as an existing industrial center as well as creating new industrial bases in other districts of North Bihar. The pipeline of 11 new manufacturing units at Bela and Motipur, projects related to ethanol, CBG-CNG and food processing at Motipur, surgical and packaging units at Bela and planning of new industrial hub at Madhubani-Bettiah may impact the industrial map of Bihar in the times to come. There are plans to develop industrial areas on 516.56 hectares of land in different phases, so as these projects move forward, the results related to investment, production and employment will be monitored.
